The project involved reconstructing and widening of the QEW from four to six lanes from west of Seventh Street to west of Garden City Skyway in the City of St. Catharines. The work was divided into three parts:

Part A (MTO Work): The work in this section consisted of:

• Construction of 4 new bridges (Martindale, Lake Street, Geneva and Welland).
• Rehabilitation of three bridges (Third Street, Niagara Street and Ontario Street).
• Grading work along the QEW and ramps, median tall wall barrier, median storm drainage system, curb and gutter, sidewalk, hot mix paving, roadway safety structures, etc.

Part B (City Work): Work in this section consisted of grading, curb & gutter, sidewalk, installation of sewer pipes and placement of hot mix on city roads within contract limits.

Part C (Region work): Work in this section included watermain and sanitary sewer crossings on the regional roads within the contract limits.
